buddy list why?

The forum has one simply because the forum software we use has it. I'm sure we could find a way to disable it, but we haven't had any reason to.

As they put it, it essentially serves two purposes:

1. Being able to quickly contact certain users and seeing if they're online or not. (by showing them in the list, I imagine)

2. Being able to quickly select users when sending PMs

 

I have never used it myself, so I can't say I'm familiar with it.

I'm not sure what you mean by "respond to it", but you can accept (or send) requests in "Buddy/Ignore List" In the User CP, if that's what you're talking about.
