An example being software licenses: they're right in front of you as you install warez, but no one reads them because they don't think they matter. If people aren't going to go to the effort of reading the well-marked "Read before posting" thread now, they'll just dismiss it as a nuisance wherever it is. What I think would be better would be to 1) Optimise the system of finding answers to pre-answered questions - an extensive FAQ, or better-titled threads in Q&A would be two examples of this - so as to give people who post these things no excuse. 2) Make any thread asking these things deletable*, along with a generic note on their offence. Or perhaps even have a directory listing every answered question, to avoid the same one being asked twice. Implying the OP would read through the directory anyway.
