By split personality I assume that you are talking about DID systems. In witch case no, DID alters can act very similar to tulpas, however in DID systems you can't control your disassociation and in tulpa systems you can.

Given that DID by medical definition requires lack of consent/control in switching and lack of shared memory access? Using the current medical terminology in the USofA it would be DIDNOS.

I know quite a few multiple/plurals that have the capacity to grow new people.
