It's common to call someone a weeb for liking an anime like Love Live, or for collecting figurines, or for watching an excessive amount of anime. It's used almost to categorize people now in the same way "furry" is - it could be meant as an insult, but at least in the Touhou circles and friend groups we're in, it's a jokey term at most. We and people we know use the term weeb just to refer to stuff people should jokingly-but-not-seriously be ashamed of, like "I'm watching a cutesy slice of life anime, I've become a weeb" We have not seen anyone offended by the term that actually fit the definition even back in 2006.
