Meritocracy is the one Pokémon I never caught for my Pokedex. The online guides are outdated or outright lie. I keep getting corporate republics. I already have six of those, I don't need more. That's a whole team already! I try to feed them rare candies but they just pocket them and sell them.

meritocracy is easy so long as you know what exact trait you want your officials to have, and how to measure it. if you have everyone run a big race, and then whoever wins the race is the new leader, that counts, though you will have to make participation mandatory so that people who are good at running, but have other priorities on the day of the race, don't get left out

I never thought there was a tendency to put those at the top who deserve it the least, until I saw the following bug-catching contest results.

1st place: caterpie

2nd place: metapod

3rd place: butterfree

that's only in the anime, and even then there is more to it than that. people have decoded some meaning out of the sounds that pikachu makes, and while it is too primitive to be considered a language, it does have some semantics
