The steps don't have to take hugely long, they just need to maintain a subconscious continuity so that the new form is you. Creating a new completely different form from nothing doesn't leave much identifying that form with you, hence the split or double. As for clothes, try forcing them in greater detail. I suspect your minds just forget they're there when there's not enough detail and you aren't paying attention to them. Plenty of people have made tulpas who can change clothes without visualizing them naked, so unless you have weird beliefs in the way that's probably not the problem.
