We can pretty confidently say that headmates don't experience anything unless they are either fronting or forced to experience things. So I'd agree that tulpas (hell, all headmates even) aren't strictly sentient unless forced to be sentient in the moment. That said, having two experience streams(?) at once is very interesting, as is only having your tulpas experience things as a host. It's a lot to notice that you are more real than ever when you front for the first time. Especially if you make yourself be as much thoughts and emotions and experience as you can.
