Verbal responses before emotional ones

I've commonly heard it said on here that emotional responses generally come before verbal ones. Meanwhile, FAQ Man says the opposite in his guide. Which one is more common?

Emotional before verbal, usually. Though it's harder to tell if an emotional response is real.

There have been cases of both. However, emotions before verbal is indeed the most common.
