Because, while Tom does occasionally do stuff when I don't want him to do it, I just tell him not now, and he stops. I've made it a point not to outright ignore his "urges" and we both actively acknowledge this part of him (I feel like the worst thing would be to try to ignore it or try to make it go away, and I make sure that he knows that I love everything about him, even the stranger stuff).

People are kind-of mixed on it, but I don't think it's too much of a bad thing so long as it doesn't become a habit. And he's not imposed well enough for actual sex, more like just... faffing about...
