Because that just blocks anyone from viewing this site through a public proxy, and I've went through public proxies hundreds of times now... It doesn't stop people from spamming if they enter cloudflare's captcha, but since you already have a captcha, why bother with cloudflare's annoying proxy blocker that prevents anyone who is in their blacklist from viewing the site? Besides, I've already seen one spam topic in "General Discussion", so it seems it's more an inconvenience for those of us viewing through a public proxy than against actual spammers.
