Are Tulpas magic? No. Because magicians are liars and fakers. Magicians are illusionists at best. I have a better question. Are tulpas magick? Yes. Because magick means to create. Either you have created an hallucination or an etheric being. Either way you have created. And if you do so long enough the tulpa could actually take on a physical body. Or as I prefer, they stay on the astral plane. At this point, I will quote Edgar Allan Poe. "Life is but a dream within a dream." You can't argue with a dead man.

Except Edgar Allen Poe would have laughed at the idea of "magick etheric beings". But out of context quoting is pretty fun. "Great liars are also great magicians." - Adolf Hitler. Magicians are supported by Hitler. Therefore Hitler supports magick. Therefore magick = the Holocaust.

To answer OP, no, tulpae aren't considered magic unless you believe them to be.

I suppose anything could be magical as long as you believe them to be.

Like birthday cakes, or microwave ovens.

Exactly.

"Any sufficiently advanced technology is indistinguishable from magic."

I don't believe that "magic" even exists. Because I think for anything to happen, a reasonable cause would be required. Which blows most people's definition of magic right out of the water.

So anyone who thinks that tulpae are magic just have no idea what they're talking about; but I guess they're free to believe whatever they'd like.

But you'll find that most everyone who believe in tulpae now a days, take the psychological view-point.

"If this can be avoided, it should. If it can't, then it would be better if it could be. If it happened and you're thinking back to it, try and think back further. Try not to avoid it with your mind. If any of this is possible, it may be helpful. If not, it won't be."
