Being that tulpa in this community are pretty much advanced imaginary friends, I'd say yes. In fact, I'd go as far to say that any character you give enough attention could possibly turn into a tulpa with some narration. The major difference between really detailed character creation, and the tulpa creation this site exercises is that you don't talk to your character as if it were a real person.
