I am of the belief that tulpa above the puppeting level are Imaginary Friends through which the subconscious controls the expected (hard expression of forced personality) or otherwise responses of the projection to the conscious minds interactions with the projection. Leading me to believe that because one is not consciously aware of the workings of the subconscious it appears that it has it's own consciousness when it's actually far too influenced by the subconscious mind's bias (and control) and exertions by the host consciousness on the subconscious to be considered a separate sentient mind (also to ponder - is the subconscious powers the sentience of us or is it the consciousness? I would argue that it is the consciousness you are aware of that creates sentience.)

Just my thoughts on the matter.

I would hold the belief that the conscious and the subconscious are very far apart from each other, pretty much cut off from each other, except that the subconscious controls and influences the thoughts of the conscious to the point where we don't realize.

I think that adults simply don't have imaginary friends because it is so discouraged and seen as a symptom of a mental problem of some sort. There may be a higher percentage of adults with an IC who are scared to speak up. And of course-you're right to say that kids don't carry their friends into the full Tulpa stage. To make a fully-independent Tulpa is an effort, and unlikely to happen by accident. Kids lack the attention span to focus too much on one being for too long.

Yeah. It may be an unpopular opinion, but I don't think that a tulpa can spring from a person's head fully formed like Athena. Some effort has to be put into it. Tulpas can be created by accident from imaginary friends, but only if the person is consistent with them.

I'd like to jump in and point out that there are multiple "versions" of imaginary friends. I've had many well-developed imaginary friends throughout my life, right up until I started tulpamancing. However, none of them ever got accidentally tulpa-ized because I never thought to interact with them directly. I kept them in their worlds, puppeted them around, created stories for them, and at best created a stand-in character for myself. Thus the line between their worlds and reality remained as seperate as with a book or tv show. I'm not sure how many people use this model for their imaginary friend(s), but it could explain some things.
