It's supposed to be a manifested, materialized thought. The other place I'd seen the term "tulpoid" is this unclassified 1979 report by Bearden at the DOD website.

 

As for the pictures:

#1 appears to be photoshopped or is a flaw in the camera or film -- unless the fog is an interaction between this electromagnetic field and the camera, in which case you wouldn't see it as it appears in the picture if you were there in person. The cloud of fog appears to be overlaid on top of the image of the people. Notice how the people closest to the camera in no way obscure any of the fog.

#2 I can't really see very well, wish it were higher resolution. At the resolution supplied, if I hadn't been told otherwise, I'd say it looks like a bandage of some sort.

#3 I have seen about this same effect in "painting with light" images. A point of light such as a small flashlight is moved along a path during the camera exposure. Can occur unintentionally if something emitting or reflecting light is flying through the air when a photo is taken. Again, more resolution would make it clear whether or not it's this effect. Unless the light was moving ridiculously fast, only a long exposure would cause the effect, and it would be difficult for the people in the pictures to hold perfectly still that long.

But would any of those pictures be real or are they all photoshopped? And when Severus gets physical, I mean when he gets manifested and materialized, would Severus be a Tulpoid then?

I don't know, I can't tell for certain.

 

If manifestation is possible, I would still call the result a tulpa, though I'm not that familiar with the various terms for metaphysical entities. So far as I can see, "tulpoid" seems to be generally nonsentient things.

Classically, the term tulpa would still apply to the manifested form. Tulpoid sounds like some kind of hybrid thing. Like maybe a tulpa placed inside a machine to operate it. I must do some research on this.

As far as I can tell, the word "tulpoid" was invented by Tom Bearden in his book The Excalibur Briefing. It seems to mean something that exists in the mind, and becomes a tulpa temporarily and accidentally, being visible to everyone during that period. Apparently this is the explanation for people seeing UFOs, Bigfoot, Nessie, and so on. After Bearden made up the word, hundreds of people on the internet started using it, thinking that it was the right word for "tulpa".

 

Is Severus a tulpoid? No. He's permanent and intentional.

 

Also, I don't think tulpoids actually exist, except perhaps in the sense of mass hysteria.
