Yes, yes, and maybe? I'd use the plural in most cases. Saying “the hot dog phenomenon” makes it sound like it's a phenomenon involving one specific hot dog.

There's a lot of dupes and weird ones like phi, but on page 4 I see "the imposter phenomenon", "the superstar phenomenon", and "the transsexual phenomenon", and none up to that point were pluralized at all.
