Your tulpa is capable of doing things on it's own, and if you truly are puppeting, make an attempt to constantly "parrot" your tulpa not moving and not talking. Can other posters corroborate this? Perhaps it would be wise if we pretended this never happened.

I was told that parroting your tulpa to the point of stillness and silence is very detrimental to the process. I would expect this approach to do exactly that - prevent them from moving, talking, whatever, right?

Can other posters corroborate this? parroting into silence is still parroting. Luke complained this was the most detrimental part of his creation, that we considered his own speaking to be parroting and forced him into silence. What helped us most and what--according to Luke--completely stopped puppeting 100% was to truly believe we could no longer puppet. Any method would work for this, puppet string or just outright stopping, doesn't matter. Whatever makes you believe you physically can not puppet and any words you hear are him. Luke has described it like this--when the mind believes it can't puppet anymore and starts to believe every word that comes out of the tulpa's mouth is their own, the mind starts to let go and stop trying to puppet, expecting the tulpa to speak on their own as he/she has been. You can't puppet anymore, why would you try to? Obviously the speaking is your tulpa. Even if at first the dialogue is still partially parroted and puppeted, the longer you believe it is impossible to puppet, the more impossible it becomes for your mind. I mean, how often do you attempt to fly or shoot lasers from your eyes? It's impossible right? So why would you try? Make the idea of puppeting and parroting that absurd to you. Your tulpa is a sentient being just like any other friend, what makes you think you could be the one controlling their speech. Option number two--make a shell clone of your tulpa to practice forcibly moving around. If your tulpa moves on his/her own, that's her own doing, because you are focusing on another body at the time.
