Well, when I started out, I had Fluttershy. She happens to be a pegasi, so yeah. When she deviated into Rainbow Dash, I'm sure she was telling me she is okay with being a pegasus.

Mine was a pegasus, but she deviated her wings away, i dont know why but i think it was because deep down i knew i couldnt visualise the wings correctly

My tulpa, Sekeishi, is a zebra, so there's not even really the option of pegasus, unicorn, or earth pony. All this time, she's just been an earth pony with stripes. I'm fairly certain, though, that if she really wanted to fly, then nothing could stop her. IE pretty much what QB2 said.

Oguigi was a pony/alicorn when i 1st started her from, however she deviated away the horns and wings, so she is a "earth" pony in a sense

 

Don't worry to make if she/he a unicorn or a pegasus, she/he would still probably weep the benefits of both

Dashie is a pegusus but I am very good at imaging so the wing movement is easy but as everyone's said he/she will probably decide by them self.

I was more wondering because if someone decided to create you without the ability to use magic or to be able to fly even though they could of. wouldn't you be pissed about it?

Isnt it morally wrong to restrict my Tulpa to the limits of what an earth pony can do?

After I got my body, Josh thought about some sort of wings, but again I wasn't really interested in flight. So I ended up with the ones I have now. (Skeletal frames of wings incapable of flight)

 

Now, I'm well aware I'm not a pony, but what i'm trying to say is that it isn't "wrong" to not give your tulpa x-y-z ability, because they'll give it to themselves if they wish. Tulpa are only limited by your imagination, and even then some will push those limits, at least I did.
