Alright...

 

1) If Charlotte is creating a bunch of thoughtforms, then maybe she's lonely or trying to get your attention or she's bored and she's playing with her imagination. It's odd that she's resistant to you though. Maybe she's trying to show dominance?

 

2) These new "tulpas" need attention and love to be formed, and if you never spent a lot of time with them then they're not Tulpas. It sounds like Charlotte created them just on the spot, and if she's too busy making more than I doubt she's given them enough attention either.

 

3) It's okay to have a bunch of thoughtforms that show up and serve the brief purpose of entertainment and are forgotten. These are NPC's, and they are not Tulpas because they're non sentient and their actions would all be controlled by you or Charlotte.

 

As for the others, I would pick one and force one. If you and your Tulpa decide to have a second, then you can negotiate necroing her creations. I would recommend trying to talk to Charlotte and ask why she's doing this. From there... You can decide. I think disipation is a little harsh, but if Charlotte is super young then she herself might not be a Tulpa either.
