Well I tried to make a tulpa of my OC but I couldn't tulpaforce about a week or so... My friend says that I need to start all over, is that true?

No. A tulpa can't possibly recede to less than nothing, so no matter how much time you leave them alone you can still force them.

 

In fact I believe that a tulpa that started existing can keep developing on it's own over years without you knowing, so starting a new one might not be a good idea if there is the risk of the old one coming back (I know some months ago I said quite the contrary about what happens to abandoned tulpas :P).

How developed a tulpa has to be to do something like that before being abandoned and how likely that's going to happen I don't know, it could be a very rare thing.

Most tulpamancers here are quite new and we don't have many people who can say "I had a tulpa once and I left it alone but after 10 years it came back again" so this isn't very researched.

I don't know what your friend is basing this on. If you assume sentience from the start, they already have life.

 

Hell, my tulpa claims to have existed a year before I even found her in my head, and she came talking at me (Alien feeling mindvoice) in a near sleep state. I didn't even find out about tulpas for 1-3 years later. I just decided "Hey, there's a person in my head. I should talk to her" and she started developing on her own.
