I was forcing, and 15 minutes in, I began to see hands and some weird faces. Hands were making gestures like they were touching a touch screen. What is happening?

You're letting your mind wander. Whip it into shape by ignoring these things and continuing to focus on your tulpa.

It is like I somewhat see them, but it seems like they were part of my memory and imagination, rather than something behind my eyelids (it is like outlines) besides being distracted, was I technically visualizing correctly?

Yeah, really strong visualizations that form on their own. For me this happens sometimes but it's usually hard to get anywhere near that vivid ones of what I want.

If just ignoring them doesn't work, you could also try acknowledging them then sort of brushing them away, I've had better results that way.

Kinda like EnnervateIndustries said, you could also adapt these "wandering" visualizations into something useful.

For example, when my mind wanders, my tulpas take advantage of this and make a new part of the wonderland out of it.

Basically, you just tell yourself that you know they're distractions and then dismiss them. I find it works better, somehow.
